You Central park residents should feel bless that the rep from state government being very supportive, and taruh the developer (Goh Choon Aun) kuat kuat to get things done earlier. In other states i can tell you either the developer will quiet quiet built another "penthhouse" for their own relative and friend's use, or drag forever.

I have been following the development of this project closely as I am one of the buyer of Central Park. Initially I feel grateful that the state authority has exercised its right to govern and control the developers to ensure they must follow only the approved building plan.
But then the latest development few days ago made me start to doubt the sincerity of the few statesmen in resolving the issue. According to what was reported in the news 2 days ago, the few statesmen who have inspected the project on last Tue have put down 3 conditions for the developer to obtain OC for the project:
1.) The developer must dismantle and remove the staircases which linked the penthouse unit directly to the rooftop - I think this is a fair request since the staircases were not part of the original approved building plan.
2.) The developer need to widen the road junction towards Jelutong Post-Office - This request has come as a last minute surprise! Firstly the road junction was built by the state government long time ago and not built by the developer. Indeed the junction is quite far away (~0.5km) from the project and why must it now become the requirement and responsibility for the developer to widen the road?? Furthermore even if this is assumed to be the social responsibility of the developer, why is the request only come now (6 months after the project building was completed)? This has clearly shown the inefficiency of the authority in their dealing of this issue. On the other hand this request did not come from the town council but merely come from the Batu Lancang ADUN. Does the states assembly man has the right to put up any last minutes request as he wish (to gain popularity??) to the developer and to hold that as condition in order for the project to obtain OC?
3.) The affected families by the development project need to be allocated with units in the LMC Central Garden. - 30 units in the LMC has been allocated to compensate those families but the name list is still yet to be release by the state authority. This is nothing to do with the developer but solely depends on the state authority. As to why the authority still fail to release the name list after months the units being released by the developer, I guess only the concern department know best. But doesn't this be very unfair to the Centralpark buyers as we cannot get the OC due to the inefficiency of the state authority itself and yet they made this sounds like the developer's faults??
Lastly it puzzled me to learn that the statesmen even proposed for the the authority to release OC to the LMC first claiming that the building is not affected by the technical issue. If so shouldn't we assume that Centralpark should be granted with OC too once the developer complete dismantle the extra staircase in all the 4 penthouse units rather then have to wait till all the so call "3 conditions" are being fulfilled? The authority should not exercise double standard in this case. If the LMC buyers are complaining not getting the OC just merely after 2 months they have purchased the units, what about we as the Centralpark buyers who have been waiting for nearly 3 years and are servicing the loan interest quietly all this while? Are we deserved to be further delayed by the authority?
Though the few statesmen stressed that they are not deliberately delaying the project but rather it is due to the developer not complying to the laws, but what I can see is while ensuring the compliance of the developer, the authority has at the same time imposed unreasonable condition to the developer. The authority should not take opportunity in this way to penalize the developer just to show they are "on top" of the issue but in actual their action has affected the house buyers ultimately.
To the state authority, if you claim yourself as being competence, accountability and transparency, then release the remaining 30 names for the LMC ASAP and grant the OC to Centralpark once the technical compliance is being fulfilled.

i am totally agree with all your points. i am paying bank interest every month for no reason due to this unreasonable delay, who can i claim this interest back? Penang gov, are you going to pay for it? dont just simply put out personal agenda/ request suka-suka, please be reasonable. this make you no different compare to Gerakan.
to MPPP and Penang Government, please be fair to us, and also to developer. point 2 and 3 got nothing to do with developer. developer even build a new road for faster access to Jalan Masjid Negeri from Lebuhraya Bau Lanchang, i dont think this is part of the plan also.
guys, can we put up together a official complaint letter to the MPPP? why are they keep delaying the OC, and try to make our life suffer?

Totally agree with all your points. I think all the CP buyers should call or gather to meet YB Jeff Ooi. His Office no. 2816308. I already called and voice my unsatisfaction towards him regarding condition 2 & 3.
just my point of view, regarding the point 2, i dun think this comes last minute. this has been in the approval request. there are lots of developers get used to settle by their own way to those indirect affect which now cause lots of hassel to penangnites in long run.(these problems include drainage system, road excess planning.) now if you guys study the batu ferrenghi development, there are only one hill road to tanjung bungah/georgetown. why the ex goverment never insist those developers contribute to build the inner link road? pls consider even now the land cost in batu ferrenghi is stilllower than tanjung bungah at least 50%,but how much is the property price? bayu ferrenghi is selling 1mil with smaller than CP. i dun know how long will batu ferrenghi residences takes to drive to work in georgetown 5 yrs later. i m interested in buying CP. thats why i following this news. for me, now CP still consider cheapest in market. but the hassel by the developer really makes me doubt if there are any problems for those owners to claim their strata tittle after this?

there are lots projects which either the developer with not enought carpark, the road in the plan was not capable to sustain that type of capacity, or the drainage was too small to sustain the water flow. at the end of the day, the property price also dropped.
if the developer cannot even fullfill the requirement which will benefit their customers, you think can invest our time staying in their project? refer to sunnyview, Epark, and N-Park, who are the person benefited? is it the owners or developer?

询及这项工程是否会顺利获得入伙准证,他说,这一切都是需要通过槟岛市政局一站式中心开会通过决定。

In the dismantling process there are damages spotted on the walls and paints peeling off. To all the buyers, make a trip to the property to witness the damage. It can deplete the Condo value and image. How can the developer allow this to happen? How is this going to be fixed? Next, what action the state government going to take? i dun expect any properties increase for japan incident. as those japanese might come to rent up the apartment, nut moving here. the thailand float is totally different. those MNC might withdraw from thailand due to the infrastructure and most of the MNC have plat in penang. penang economic is much link to industries. if the order increased, those sub cont and workers will also increase in their income from either OT or more orders. this will direct injection to local economic activities. penang has not much potential investment besides properties. just think if you(penangnites) hv extra money, will you invest in properties or other type of investment like share market/commodities?
those ppl who buy their properties during 80-90 at 100K, now if they sell of their terrace, they will get around 800K to 900K depending on the area. compare to EPF, you think which one is better?

200K to 1mil in 20 years (an equivalent of 8% yearly compounded appreciation) is surely possible (albeit on the higher side), considering interest rates have almost halved and a notable improvement in household income within this period.
If you do a simple number comparison to EPF, one might accidentally jump to the conclusion that property is better than EPF. But hang on. EPF has averaged 6% in the last 20 years, not that bad considering it is risk free, there's no risk of abandoned project, no risk of buying at inflated bubble price, and we have been getting at least 4% dividend in the last 50 years no matter how bad the economy was.
By the way just out of curiosity and for the benefit of the readers here, which property were you referring to?

EPF is not risk-free. If the government keeps on printing money, your savings will be destroyed with time. Besides, 60% of the money borrowed by the government comes from our EPF accounts. This is how they raise the debt ceiling but tapping into the people's accounts.
Do you realize that you are unable to withdraw all your EPF money at one time....and you do realize that they raised the contribution to 12%. That is because they have to raise the debt ceiling and borrow more :p

When I said risk free, I did not mean risk free from inflation, but I meant risk free from capital lost. If you look over long term, everyone is subjected to the same inflationary risk, no matter where you park your money. So your risk and "return" of where you park your money decide if you're ahead or behind inflation.
Most people would focus on the "return" portion and tend to forget about how important the "risk" portion is. Which is a better investment, a 15% return with 30% risk, or a 8% return with a 5% risk?
Which is a better option, to park your car "free" and "convenient" right in front of the coffee shop by the yellow line, or wait for an available parking spot, pay parking fee and walk 2 mins to the coffee shop?
Does the risk factor of a certain investment asset remain constant through time, or does it change according to the "bubbling" cycle?
Surely I know the risk of getting your car clamped shoots up when you have DAP running the state..:D(don't get me wrong, I definitely think vehicles that block traffic flows deserved to be clamped). One clamp would surely offset all the "benefits" you have enjoyed for the many illegal parkings!..:D
I wouldn't worry about EPF going bust in my lifetime. Neither should you. If there are no M'sia gov bonds for EPF to invest in, then EPF might have to invest elsewhere, eehh.. maybe Greek and Italian bonds (and get better rates)...:DD
Don't get me wrong, I am not saying property is lousy investment. You just need to know when to buy, what to buy, how to buy. Don't buy because condomana said it's good investment and he/she has made lots of money on it, don't buy because you feel puzzled why property price has gone up significantly in the past few years and do not want to miss the boat.
Always remember, herd behaviour is engraved in all of us, as much as the benefits it has brought to our society (eg. social adaptation and cohesion), investment bubbles and the subsequent collapse are also the result of it..:)
I am not so sure of EPF not going bust in our lifetime. Maybe halved. EPF has been lending out money to some "gov" bodies without gov gaurantees. Some even non-gov entities. You better pray than future generations can continue to pay more EPF to fill the holes. M'sia debt is also ballooning. And we better pray again we don't get into the same situations like Europe. We have no big brother EU to bail us out. Gov bond will be junk bond. Msia gov will have to draw $$ out from reserves and EPF to pay the debt (and pay for the expensive mega projects).

Well said. The chances of EPF of going bust is highly probably. If you look at the amount of debt that the government owes, it is indeed staggering.
The only way for them to prolong the bust or to treat it is to tax the 'rakyat'. Hence Najib is very keen in introducing the GST.
Buying EU Bonds is not a wise idea despite the high yield. Even China is taking caution in buying EU Bonds. The best way is to let the EU go bankrupt and start over again. THere is no way in this century that they are coming out from debt. It is a lost generation, just like how Japan lost 2 decades

We already view our unit and find it very satisfactory. landscaping amd facilties very beautiful and elegant. sales price will definitely soar when oc obtained

The trick to making money from Goh brother projects :-
Sell it as soon as OC is out, especially for those located at less desirable locations. Why? Coz there is no rental market, and you don't want to hold the property long enough to find out that the common fund is empty by the time the titles are ready to be transferred to owners...:D Mr Goh is a very cunning person, who would assign his gardeners as directors in his companies in order to siphon money out of building common funds...D..Happy speculating!!

Talk to people who still own Goh Bro units (maybe the more recent projects like The Cove, and maybe Menara Northam). Ask them how much money is left in the common account. Ask them why they are reluctant to take legal action in spite of knowing money has been swindled. Ask them the case about how the developer collected millions of ringgit for maintenance fees from EPF in advance just right before selling those units to them...:)..And the gardener, well, check out online SSM service yourself...:D..Good Luck!

As far as I know, now the law required the setting up of JMB once the keys are handed over to owners. The JMB will represents the owners to oversee/safeguard their own interests so that what you claimed will not happen again for the Central Park owners. Thanks again for the warning. Management office and security are sleeping on the job. Seems that anyone can go in and use the facilities there without much ado. A whole group of outsiders claiming to be relatives of a resident went in and swum with full clothing and tudung on! Greatest things is that nobody from security nor management office says anything let alone do anything after numerous complaints from real house owner!

You need to realize being a guard is not easy, especially during this initial period, whereby you have all sorts of people going in and out (contractors, agents, potential customers for the speculator owners...etc). But all these issues will slowly go away as things start to settle down. Don't get too worked up lah.

Whtr or not they are genuine guest of owner is beyond my capability to ascertain. My complaint was on the attire they wore in pool. Are you telling me that it's alright to swim fully clothes in jeans, t- shirts and head scarfs as well? Can't we at least follow proper dress code while at the pool? I'm not sure if you are one of the owner, but if you do then I believe u do not want to see a bunch of ppl jump in the pool with full attire meant for shopping. Everybody is entitled to their own opinion, and I've given mine.

I visited a friend of mine who just moved-in to Central Park a few days ago. I think the 5 buildings look like HDB blocks in Singapore....aesthetically not pleasing at all for a condominium. The whole place was rather stuffy, from the time we walked into the lift lobby, to the time we were in the lift and inside the unit. No wonder the units are selling below RM400/sf. I was thinking of getting a unit myself until I viewed the place. The shared facilities are going to get very crowded once the units are filled up. The whole place has the feel of a cheap housing estate!!
