Cheang... surprise to know this happened to you. perhaps you should seek legal redress.

If the sales person of property developer made a mistake by giving the wrong pricing leading to subsequent signing of S&P at that price, they have to bear that & not adjust the pricing thereafter. Go consult a lawyer.

as long as the developer haven't signed the S&P, they can correct it. like if u go into sundry shop and the label say RM5.00 for the items u want to buy, and when u pay, the cashier say RM6.00. they are the seller. they have the right to change price. but after they give u the receipt RM5.00. they have no right to ask the money back. in this case, do u have the 10% deposit receipt issued ? if yes, u win the case.

This project looks great, but 2 lifts for each block of 36 stories?? Imagine every morning when u rush to work you need to spend some time waiting for lifts.

Refer to Cheang Issue,

Since i am the bystander of this issue, i shall say one thing that THE DEVELOPER HAS SOLE RIGHT to adjust the price before the signing of the SPA.

Furthermore, it is clear for the fact that AGREEMENT take place upon signing of the SPA. I also know that the developer did mention that the 10% downpayment of the Selling Price of the said property must be PAID, as a CONSIDERATION of the DEAL. HOWEVER, it is not a valid & binding transaction YET, but after the signing of SPA.

As i knew, the developer is desperate for asking for the 10% of the purchase of the SAID PROPERTY.

You cannot blame the developer of the issue since there is a loophole in between. I presumed that the SALESPERSON should TOLD YOU THAT a 10% of DOWNPAYMENT is crucial of RESERVING THE UNIT.

I understand that you are taking reasonable step before signing an agreement but there is an REMINDER in between. AS the SALESPERSON would defenately asking for the 10% of downpayment that works as BOOKING FEE.

I would say YOU do aware of the matter(10% as booking fee), but you might be weight it too lightly.

IF were discussed this issue in the legal sense, there are area of uncertainty should be cleared before anyone could conclude who should bear the fault.

1st. Did the purchaser aware of the matter of paying 10% downpayment of selling price as the booking fee for the said property?

2nd. If the Purchaser knew but fail to comply?(IE:failure to issue the 10% downpayment)

3rd. Did the SALESPERSON did what she/he should be done by ensuring the PURCHASER aware of the important of the 10% booking fee?

4th. If the purchaser is aware that he need to pay the 10% downpayment that worked as a booking fee of the said property, but he fail to execute as paying the 10%, then the SAID developer is NOT BREACHING the oral agreement(contract) as increasing the price of the said property.

5th. When the purchaser aware of the need of paying the downpayment, did he take reasonable step to ensure that even without making payment of 10%, the said property is still reserved for the purchaser by the developer.(IE:extra BLACK + WHITE AGREEMENT)

If the owner is unwilling to pay the downpayment before signing the SPA, did try to negotiate with the developer for alternative solution.(IE:issued a post-dated cheque) = by doing this, the owner has everyright to void the cheque if he is quit for the deal.....

Don't try to judge on matters that there is some uncertainty area...

From the Goh family(CL Goh & CA Goh) history since 90's, I had seen a lot of their projects eg. BJ court, N-park, Midlands condo, BJ complex, Midlands one stop, Prangin Mall, Mega Mall Perai etc. Which project is not "hot" during launching? People even queued up at their office to grab one! However, which project is maintained in good condition until now and which project doesn't create "eye sore" to the surrounding environment? In my opinion, these guys are typical businessman, they don't bother about environment, customer satisfaction or even reputation. Their strategy is very simple--hit & run by "cheap sale" concept. Once successful, they'll dissapear for couple of years, then return with new projects. In short, if you wish to buy their property, you grab you release. Not advisable to hold for more than 5years........or for your own stay.

I heard about CP. Not the compliments but rather more about criticism. Earlier I felt like wasting time to write on this blog but I took a few mins to highlight this.

I was told by my Penang friend that when he went to the sales office to enquire this project, he was rudely brushed away. The sales girl was impatience to entertain each of his question and showed signs of being annoyed when more questions were thrown to her. In fact, just found out another friend of mine had the same problem.

In another occassion, my friend's friend called Goh who is a S'pore PR drove his S'pore car to the sales office. Attention was quickly poured to this foreigner. One of the sales staff quickly shouted 'Here comes the Singaporean'. They were not aware that Goh a S'pore PR was born in Penang and Goh was firstly wondering why they shouted like that. Anyway Goh was offered a unit ASAP but bought at above $700K. [To Cheang: I guess that was why you were forced to take $722K because your unit could be sold to a more potential buyer].

So,what do you all think? If Penang buyers are treated like a 3rd class nationality, then why will you die to own it? I really symphatize with the way how we are treated like the 3rd class nationality by our own people. Too sad!

My understanding is the surrounded residents complained about the project was working over time and a politician over that area insisted the authority(MPPP) to stop work for 2 mths. Feel that suspension for such a long period for such reason is not wise unless any hidden agenda . Wasting time n money.

Come on guys, do you think the MPPP would issue stop order just becoz of complains from residents? When did this happens in Penang before? MPPP would normally issue a warning and limit the construction time. Go check with MPPP to find out the real story.

PDC low cost car park near Bukit Jambul TMN Lip Sin also ask for RM15K , I visited PISA last Sunday checked the low cost flat 680SF (3rooms) RM42.5K and the car pack asking for RM15K , so Central Park extra only 3~5K is resonable compare low cost flat . They are selling the bad location car park in begining time , so like during the project launched , later the good location partially they continue sale , this is their stye of selling , some one said playing psyohology, so you can select now , after a month you go and check the nice location is out , like now if you want the new unit still available , the price is follow current new price add about RM150K and above.

The price has appreciated to RM702K for a Standard unit at 19th floor. Every level higher, you just add another RM5K. I don't think there are anymore units available.

Based on the hot demand, I think the price will increase another 200K, when O.C. is obtained.

The maintenance fee is RM185/mth, which includes sinking fund.

even at 716K, it is still cheap per sqft wise, at RM273/sqft.
a quick comparison with other projects around the area:
(1) Platino - 1.2M for 2600sqft = RM462/sqft.
(2) Bayswater - 600K for 1300sqft = RM462/sqft.
(3) The View - 750K for 2000sqft = RM375/sqft.
(4) Delima Palace - 800K for 2600sqft = RM308/sqft.
based on the RM/sqft above, i think CP price will increase after OC.

fellas, anyone interested at low medium cost just next to central park??? project name is central garden. maybe comes with jacuzzi and tiling, etc.. maybe just empty... be fast in submitting the forms to the MPPP level 3 yellow (land)department.then placed your booking with Ms. Por.i had mine booked but i have to make additional payment to her to ascertain that i will get 1 unit. fill up the developer form first and ask for her hp number or office no. arrange appointment and pass her enveloped with cash RM2K. cash only. she will know what to do.

Built ugly like a cell is not that bad but the material use and the quality of work is a big concern. Also, check out why one of the blocks is building slower than the others. What about the surrounding? The biggest concern of all if you look at history about the past condominiums by this developer, it is not well managed. Sprint well in the beginning but no stamina to main long journey.

If 40% appreciation and if there is a big water fish, don't think twice. Sell now!

property talk - your comment that one of the block is slower is a speculative assumption or based on facts? buyers would know that the block was initially earmarked for duplex for L16 onwards but could not get an approval. upon reaching L15, they had to stop work pending the application which was still eventually rejected.. so, it was back to the usual units from L16 onwards and construction continued which resulted in the catch-up at Block A

Finally i got the layout of LMC. I still curious about their design. The layout of the house is totally wrong. I believe the layout has no yet fix. That's the reason I found a lot of incomplete drawing. So dissapointed.

I went to the BSG website, But i can not find any related information about the Low Medium Cost apartment. I would like to know the details location and size of the apartment unit first before we decided to buy any unit.

I heard from a lot of developers advise not to buy any properties in Bukit Gambier since there are a lot of LMC apartments located there. They predict in the next 2~3 years, the traffic jam will become serious over there.

If anyone has the BSG low medium cost apartment details, please kindly let me know.

With this kind of price for Paya Terubong area, might as well go for The Waterfront at Tg Bungah area. RM750K-RM900K. The size is bigger as well at 2900 sft. With a density of 68 units.

Less traffic jams and better environment to live in.

Attention all buyers of Central Park. Developer has started charging interest for the loan taken. The agreement mention interest will only starts after receiving Vacant Possession (VP). I haven't receive my VP yet and deemed this as a violation to the agreement. Please check your mailbox and if you come across the same charges as i did, i think we need to stand together and fight for our rights. UNITED WE STAND.

I heard, this afternoon people started to queue for the ARENA condo which gonna launch tomorrow near PISA Bayan Lepas for rm360/sft which is still not yet pilling. If I really want to own a home, I would have queue for Central Park Batu Lancang. Location wise for me is more strategic n the cheapest in Penang Island selling for RM300/sft only to be completed june 2011 at the moment. Sub-sales at rm750k 2600/sft. Unbelieveable!

Hey Guys, my Maybank loan agreement is

0% p.a. on daily rest for the 1st 18months from the date of 1st loan drawdown or up to stage of Practical Completion, whichever is earlier.

And thereafter
BLR -2% p.a on daily rest until full settlement of loan.

and my first drawdown debt was on May,2009, which at the end of 18months would be Novemeber, 2010. My interest payment was started on the December, 2010 which is in accordance with the loan agreement.

I am not sure about Ambanks.

FYI low medium cost unit will not open sale , due to Gov not allow to developer sale with high price over RM175K , so developer will look for other place and bulid low cost flat or LMC replace for Gov require .
So please wait for the LMC unit open sale after completed , but the price will over RM200K , due to material use in current LMC beside block E is good one according to my relative work in there unit he mentioned.
Share with all direct seller , don't sale too soon , the price of Central Park will continue up till get OC , you have to view the completed view will know the great facility like 5 star hotel. Platino over price almost RM480~520/sf.
Central Park will up RM320~350/Sf.

What my main concern is, if those LMC share the same entrance, facilities etc... those living in the 2600 sq ft might not have a decent life.
As I notice, those Penang LMC if not managed properly, always been rented out to foreign workers or china dolls or even vietnamese/thailand dolls (due to the low rental rate)
Imagine if you are residents there, do you wish to share facilities, i.e. swimming pool with them ? or do you feel secured with their presence in your neighbourhood ? Presence of china dolls a good environment for your kids etc ?

LMC carpark are attached to the Indoor games room of C.Park but not inter connected.

No owner will stay in C.Park if Sharing facilities

Sorry I just realised you asked me about those 3 "mini-super-condo" I listed earlier. I thought you asked about Central park facilities.

Anyway, i ve been looking for those 3 condos to buy at the moment and have done some "research", viewing, and questioning.
Let me share with you :-

1. central park = 300 over units and I don't know whether the LMC flats will share the same facilities ? (other wise could go up to 400 plus !)
2. Delima palace = 100 over units
3. Platino = 200 over units

road access & location wise:-
1.central park = could be tough to get into jalan masjid negeri (only one small road leading there) or another congested road to jalan Perak ! next to a wet market, can be noisy / smelly ! Walking distance to shopping / eating at The Gallery, market
2. delima palace = also tough to get into jalan masjid (only jalan delima leading there) or another road to jalan yeap chor yee. A very quiet place, far away from congested area, located next to a small hill. No walking distance to do shopping / eating etc
3. platino = easy access to jelutong high way, next to tesco, E-gate, good for shopping & good food eating.

Unit Quality wise :-
1. Central park - good, but watch up for hidden defect few months later (due to this developer's reputation and fast-building process )
2. Delima palace - generally ok, no comment as don't know this low profile developer well
3. platino - very good, high tech stuff, trusted developer

facilities rating :-
1. central park :- very good (provided nothing missing or defects, just ask the owners of The Cove & Gurney Beach Resorts, they will tell you more) :0
2. delima palace :- basic, very small swimming pool, not much facilities
3. Platino :- Excellent ! That's what we can call 5 star hotel facilities
(that explained Platino is the most expensive (per sq ft wise) amongst the 3)

Of course everything has its pros and cons, all depends on what do you want !

I went inside to see personally. The unit, facilities and the outlay is surprisingly very good. Initially considering selling the unit. Now I want to keep it. Even the contractor I've spoken to said it was a good buy at the launch price. He being a Jelutong resident said that the location is very strategic and amenities are all just around the corner. Paying at a cheaper price you should expect some renovations from your side. It is a trade-off that one should be realistic about. Also confirmed that LMC is NOT sharing the facilities with CP. Also CP has ample parking inside that there is no need to park outside.

As for the LMC, it doesn't look LMC at all! It is more like a Upper Medium Cost Condo. They also have an indoor badminton court. Maybe the trade off is only one car park. In the initial blue print, the is a swimming pool but due to the price restriction imposed on the 'LMC', they dropped that facility.

Thanks for the details research, I agreed with you that the developer has a bad reputation but in term of cost it is one of the cheapest you can get in Penang Island. So looking at the price/sq ft and quality there always been a trade-off, it depends what you want. I believe many buyers noticed about this and what is their expectation.
In term of density, it has about 30 dwelling units per acre and this meet the maximum permissible population density. Not many developer could meet this criteria, refer this the link below .

PenangLover, as part of the expectation and norm of penang condo nowadays. High Density is never an issue for those investor prone higher end projects.

The occupancy rate usually cannot reach 50% for the first 5years and 80% in 10yrs.

As an owner who plan to move in, high density never cross my mind. in addition, higher units will come to lower maintainence fees for this full facilities condo.

Over the weekend I just went over there and took a look from their main entrance (their gate not ready yet)

It seems like those 5 blocks are so close to each other (only few feet away) and seems like those sitting in balcony can see very cleary through the windows (if not cover) of those adjacent blocks (and vice versa) !!

That is a weak design or layout of the 5 blocks ! Less privacy in Balcony or you need to close your window all the time ! (as most of the adjacent block units can see you !) ? ?

That is only my first impression (hope I can really go in and take an actual look when OC issued !)

Any feed back from those really went in and viewed the units ?

I have a feeling due to the over-supply of this property (300 over units), the price might drop when many speculators rushing to dump later !!
Reasons :- obstructed view, close proximity with nearby block units , defective works here and there !

Many Platino investors already feeling the pinch !! There are over 30 units offering for sale but no takers for half a year already !!
As their sky-high offerring price of 800k to 1.2 mils are very hard to fetch buyers nowadays !

cannot get at 650K anymore. prices now are around 750K to 850K depending on which floor. after OC, the price will go up by another 100K. so if you can get at 750K, you should buy it, and not wait anymore.

A couple of sellers offered me at 680K which is reasonable n we r yet neg...I know a couple whom need to do a bank transfer is offering at 650K as well..so 750 K is still high but a good price if its above 20th floor..

market is turning its head towards buyers market rather than sellers market as it was couple yrs ago..seen this in US all the time too

(槟城19日讯)发展高级公寓依例兴建195个中廉价单位,发展商却保留179个自行分配,包括100个留给“自己人”,日落洞国会议员黄泉安促发展商回吐109个单位,以通过政府的廉屋分配机制分配给需要的无壳一族。

黄泉安指出,有关私人发展计划共兴建高级公寓,在政府的条例要求下,有关发展商也兴建了中廉价组屋,共195个单位。他在深入调查后发现,有关原本应该交由州秘书署房屋部门分配中低收入者的单位,绝大部分却被发展商保留,真正交给房屋部分配的仅有16个。

他说,有关发展商保留了100个单位准备自行分配给公司员工,另外79个保留分配给原本居住在有关地段的临时居民。他指出,他在要求发展拿出与临时居民的搬迁协议后发现,原本居住在有关地段的居民只有26户。

“其中一分协议竟然有7个人签署,而7人所控制的单位竟然多达46个单位。”他说,由于发展商不合理保留这些单位,经过施压后发展商将有关保留赔偿给临时居民的单位从79个减到40个。而另外保留自行分配的100个单位也减少到30个。

他相信,这个现象普遍存在,而且很容易被蒙混过去,如果房屋部门及地方政府在批准发展图测时,没有做好把关工作,原本属于中低收入者的这个申请中廉价屋的权益就会被剥夺。

剥夺人民中廉价屋分配机会 发展商获1700万元利润

黄泉安提及,如果他没积极追查和拥有人脉,就不可能揭露这个问题,而有关发展商也将可以借着这种手段,获得1700万令吉的额外利润。

黄泉安说,发展商的这种做法,也是变相的把购买土地和发展成本,加诸于州政府及人民的身上,并且剥夺了无壳一族获得中廉价屋分配的机会。他也指出,中廉价屋问题还不仅这些,在几个月前揭露的原本售价不超过7万5000令吉中廉价屋被卖到13万5000令吉也是个问题。

他指出,这些情况至今也没有很好的政策来制衡,因此他寄望即将成立由首席部长林冠英亲自主持的槟州房屋局在运作后,能够纠正中廉价屋发展的问题。

21日跟进廉价屋申请情况

黄泉安将会在本月21日向房屋部门跟进其服务中心在过去3年协助办理的廉价屋申请个案情况。

过去3年该中心共协助200名区内人民申请廉价及中廉价屋单位,不过只有71个成功分配到单位。他认为,日落洞区如果有发展计划,应该优先分配给区内人民。

Allow me to share my little 2cents sense. CA Goh truly has very very bad records. all their projects had ill defects dont believe look at KBJ, Prangin Mall, Megamall, 1stop, N & E Park and the list can go on. All external walls cracked and many units had defects as well. And many common areas are claimed as their ownership such car parks, lobby areas etc. Till today many owners of these projects have endless legal entanglement with this developer. And who's rushing to the bank? the lawyer of course with millions $ incurred. I would think twice buying CP units. Of course people forgets easily just like E&O prices sky rocketed (the tsunami tragedy hit yrs back). Contractors/engineers shared that Goh will pressure and rush the job to be done at unreasonable pace which do not meet the normal requirements that would make the building material lasting and strong. And anything can happen just like Cheang's case. I have avoided Goh family project for good. Dont believe? Your choice....Good luck

yea i heard that Bank Negara will reduce the amount of leverage that one can borrow from the bank by 37% based on their net income instead of their gross income. This will affect those owning more than 2 properties.

Apparently a raise in RGPT is just not good enough. Lesser profits does not curb speculation. However, lesser leverage does get the job done.

Let's hope any measures implemented would target/affect specifically the speculators, but not genuine first home buyers or upgraders. By reducing borrowable amount across the board will affect genuine home buyers too (bad idea).

Bear in mind, property ownership should be encouraged and it is one of the soundest life long investment for a family (especially in a young and up coming country like M'sia). However, "over-ownership" is a waist of resources (when units are left empty, liquidity gets stuck in unproductive asset, artificially inflated property price..) and therefore is the problem that authorities should target to stop.

I wanted to move in urgently and had been calling the sales person to find out the latest on the OC issues. It is true that they did build higher than they are allowed to build. However I was told that they did for the past one year written to council if they are allowed to build and council did not reply. Thinking that they could, they actually build an additional level not for occupancy but for penthouse's roof double protection. That area is not supposed to be used by anyone but serves as protection. Now that it's all done, the council asked them to tear it down. Now as you drive pass greenlane, you could see them tearing it down and now they are targeting for OC approval next month. According to CA Goh, this would be final for council to approv and I just hope that they dont' make things difficult for the developers. For those of you who wants OC asap, once we receive the VP from the developers, the council have the right to issue the OC to us from 2 weeks to 3 months (if I am not wrong) so we have to go to council at Komtar to start pressuring them for the OC. Just quote "Taman Sentral" and they will check and reply you. I think CA Goh is very pressured as well to get this done for us. I know because when I spoke to the staff, I could sense that they are stress as well because a lot of people has been calling them to check on daily basis except weekends. I still believe this project is a good buy and don't lose heart!! Good luck!
