in the contract its written that the developer has buffer to take up to a year to do the renovation work. if they don't they will compensate the buyer with RM100.

Lets keep our fingers crossed they will keep their promises. i am sure most of you do not want the RM100.

ps : they probably give u back RM100 to buy a sledgehammer!

I called Nusmetro office and personel told me OC will be ready in June/July. Then they will bill us for the remaining 20%. But after that, will still take 3 months for the renovation. I asked about the reimbursement for late completion, and the person said she didn't know.... asked me to check with lawyer.

i doubt the OC will be ready in June or July. The building is not even completed! OC is usually upon FULLY completion of the building. OC usually take 6 months. And if they manage to expedite it, it will be at least 2 - 4 months. Tat alone is already in Aug or Sept. Look at the Pulse, its done its not even OC yet! Will check again with the person that sold the apartment. i think they are just pushing hopes to keep us happy.

Can someone from Nusmetro provide a proper firm date on when the VP or OC can be obtained?

Every salesperson at Nusmetro have been telling buyers since last year that VP can be obtained in June 2012 but what's happening now?

If the completion date is not firm, then Nusmetro should not be giving false info to buyers. I think buyers deserved a more accurate info and now it's time for a proper explanation by Nusmetro

How much psf is base on the area, but not base on the property type. If 600psf, I think better buy the BSG group new project Raffles Tower. Maybe you just want to "goreng" your property here. Wish your dream come true. :)

2 issues to highlight :

(1) Did ur realise there is 2 diff. type of tile in the kitchen area after extended work. Developer will change the tile as same type like the hall during 4 mths renovation or the owner have to find & buy from outside market and replace it ?

(2) The quality of ceiling work no good. Owner have to spend money for the ceiling later.

By the look at the Lobby of each block and the facilities, in deed is fascinating, BUT start to worry about the maintenance and housekeeping in all the public area by the management, it really required professional and manning to maintain it. As I would think that in short term there will be an increase in maintenance fees.....Maybe you all can share your point of view...

Hi for the early bird

I have ask the developer about the compensation for late delivery last day,
The clerk told me is the date where your SPA agreement is stamp until 22-Aug-2012.

I take my SPA and the info to my lawyer friend and he have advise me as below.


The calculation as below:-

Say your SPA get stamp at 7-3-2008.
The VP date is 22-8-2012.

Base on SPA, developer should handle your unti to you at 6-3-2011.

So, you are able to claim the late deliver penalty from 7-3-2011 until 22-8-2012.

Delay ->7-3-2011 - 22-8-2012

Number of days = 366 (7-3-2011 -> 6-3-2012) + 31 (7-3-2012 ->6-4-2012) + 30 (6-4-2012 ->6-5-2012) +
31 (7-6-2012 -6-6-2012) + 30 (7-6-2012 -> 6-7-2012) + 31(7-7-2012 -> 6-8-2012) +
16 (7-8-2012 -> 22-8-2012)

= 535 days


Base on SPA document, our SPA agreement belongs to Schedule H(Condominium, apartment of flats )

Let say your purchase price on said parcel stated in SPA on page 20 is 240,000

On SPA document, point 24, damages for late delivery are based on 10% per annul of the purchase price,
from the day immediately after the completion date to the actual date of the delivery of vacant possession

Vacant possession claim due to late delivery = (535 / 365) * 0.1 * 240,000
= RM35178.08



In a Schedule H agreement, an additional claim for liquidated damages can be made
for non-completion of the common facilities.

In SPA documents, it should be point26 (2), 10% per annum of the last twenty per centum(20%) of the purchase price.

Common facilities claim = (535 / 365) * 0.1 * (240,000 * 0.2)
= RM7035.62


Total of claim for late delivery = RM35178.08+ RM7035.62
= RM42213.70

You can write in a simple letter, stated when is your SPA stamp date, your address, IC no, and the block you purchase. Attach your photocopy on page 20 SPA documents that stated the above info.

Send your letter to the clerk in nusmetro PG office and they will submit to KL main office.

Not possible schedule G lah, that is for landed properties, if we follow schedule G, we will get big compensation as schedule G is count for 24months for project to deliver.

By the way how much your purchase price, you can use below formula.

I was informed by Mr Lee that we can only claim for the late delivery and not the liquidated damages under schedule H which is for the common facility. The facilities are all done so there is no claim. Maybe someone can counter check with him again.

See your SPA documents first page, it is stated as Schedule H.

Common facilities cover common property, to get common facilities approve, it should be later or same date 22 AUG 2012. According to lawyer, the developer send the last bill to bank for the charge of electric and water supply to building, this mean the deliver of common facilities should not earlier than 22 AUG 2012.

What Mr Lee inform you is not correct, my lawyer for other project (that I have ask her to advise me) told me this is not the case. Mr Lee is try to protect the interest of developer.

As stated black and white in SPA document point 26 (Completion of common facilities), the common facilities is part of the agreement, the common facilities which cover common property is not possible done before electric and water supply is connected to building which is the last billing from nusmetro to your bank. I'm curious the word from Mr Lee as say by you, in 1.5 years before, 6-3-2011, the common facilities is done?

As per lawyer advise, you can make aduan to KPKT and Tribunal Tuntutan Pembeli Rumah if developer refuse to make payment for late delivery of common facilities. She is quite sure we will get the compensation for both since everything stay clearly black and white in SPA document.

CK, I was asked to write in again for the liquidated damages. They claim the facilities were build on time. I did ask that although the facilites were ready but there were no power or water supply thus it cannot be used. To us it is still not ready under clause 26 in our S&P. The power & water were only ready during the VP. Mr Lee requested us to write in so he can bring it up to Nusmetro Mgmt.
Perhaps when u see them next week, pls push this forward. I will write to them today.

Let us do some calculation.

OASIS is high density condo.

Block A & B total having 80 units each.
Block C total having 376 units.

Total Unit (Block A+B+C) = 536 units.

Total Maintenance Fee Per Month = 536units x RM200.00 = RM107,200.00/mth

Total Sinking Funds = 536units x RM20.00 = RM10,720.00/mth

I think should be enough.

Quickly, the price going to increase to another level.

I think lately a lot of OASIS owner received phone call from a lot of agent and asking whether u want to sell ur unit ?

Based on my survey, currently, OASIS is high Demand > Supply.

You also can make a comparision with other new project just lounged in Penang Island.
Most of the project is selling above RM480.00 psf now.
Some Studio Unit <500sf is selling RM550.00 psf.

In the future, very hard to find a new project built more than 1000sf in Penang Island.
We are follow HK and SG, start built more Studio Unit concept, less than 500sf.

U just walk around any coming Property Fair, u will understand more what I'm saying.

Some more building material price keep on increasing lately.
I believe in 2013, the housing price in Penang Island will reach another new high.

The dedicated bicycle route, which will begin at Queensbay Mall in Bayan Baru and end in Georgetown, will allow cyclists to enjoy the sea breeze and scenery while pursuing recreational or training activities along the route.

MPPP Building Department director Yew Tung Seang said the council will cooperate with five developers – IJM Land Sdn Bhd, Tropicana Ivory Sdn Bhd, GSD Land (M) Sdn Bhd, CP Landmark Sdn Bhd, and Asia Green Group – to build parts of the coastal lane.

"I have been asked at many cycling events when a dedicated bicycle lane for cyclists will be built in Penang. We have earmarked this project for them," he said at a press conference today.

The lane will be built on state-owned land and Penang Development Corporation (PDC) land along the sea coast, he added.

Yew said the project will also include features like green parks, toilets and bridges, and will boost Penang as a cycling state.

Also present were Penang Chief Minister Lim Guan Eng and Penang Island Municipal Council (MPPP) president Datuk Patahiyah Ismail.

Patahiyah said RM30 million project will take up about RM5.3 million from the council's funds, while the rest will be funded by the developers as part of their Corporate Social Responsibility (CSR) programme.

Lim lauded the council on the effort and encouraged the public to provide feedback on the project.

He said the public had until Nov 15 to give their views.

He also said the proposed plans could be viewed on the MPPP's website at www.mppp.gov.my and an exhibition will be set up soon to display the plans.

"We hope to carry out the project by next year," he said, adding that the project will see completion within two years.

Did some 1 know how nusmetro control the outsider especially to use the facilities in Oasis???? We have to pay high maintenance fees RM220 every month, if some 1 simply enter OASIS and use the facilities for example Swimming pool, worth we pay for it???? My previous BOSS who live in Gurney SXXXXXtone, I heard from him that the security and control is good, u have to always show resident card when u pass by the guard house. Even u r resident, if u forget to take ur resident card, u have to put IC in guard house and then take ur resident card to prove u r the resident in that condo. If you fail to do so or u fail to show that u r the visitor for the resident there, ur IC will be recorded and next time u will be blocked to enter the area.

I saw in some apartment post, some of the residences have create a close group discussion on their apartment in Facebook, we should do the same. That is very useful to gather a useful info so that we will not get behind if third party i.e. developer give a separate info from one to the others.
We should do the same on gathering the info and discuss the status of Oasis i.e. when we get the key, report on defect lists, renovation, latest progress of Oasis and etc. I believe some one may have more experience in some field compare to the others, so for someone are new in some field can get the share info from experience one and vice versa.

I bet very few units are sold >$500k... it's too high a price given the fair valuation for that area & leasehold esp in the current buyer's market w/many choices.

Those who have seen the condo would know but those who does have not, will not understand why the price is going up. Visit Oasis, the environment is nice, I can feel quite windy in my unit.

Went to my unit after getting the key this afternoon. All the facilities are OUT except the lift, so why charge us for Dec's maintenance ??? Can't even open the snooker room with the facilities card. The floor tiles are lack of quality control (some part are uneven). True enough, there is a inhouse renovation contractor..

According to developer, we must pay charges for snooker room usage per hour and squash court also. I think this is ridiculous because all these charges should have been included in the monthly maintenance fees already and we should have the rights to use ALL the facilities for free. not all facilities are FOC. If you take a look at other apartments, the residents have to pay also.

for example, N park badminton courts, i dont' think the residents there get to play for FREE. :)

Went to look at my unit today. Some comment after looking at it:

-Master bedroom looks smaller than what it is shown in show unit.
-Bedroom wood tiles are different from what is shown in show unit. The brown color is lighter in show unit.
-Tiles connecting the kitchen and dining hall is very uneven. Maybe it is just my unit that have the uneven.
-Bedrooms and toilet doors need to be change to something better from my POV. (I will change)
-The jacuzzi and sauna are good and the snooker/pool room is nice.
-lobby looks nice.
-I notice a lot of sofas and sitting area around 1st floor and 14th floor.

Just my observation. But all and all, it is okay.

Understood from Ms. Goh, we need to buy cements, sand, bricks and etc from the appointed vendor. She will have meetings with them today to request for the price list and also understand how much we need to pay if we don't buy anything from them (since I don't need any of the things that they sell).

I brought 2 contractors in last 2 days and the security guard told me outside contractors are not allowed which is not same with what Ms. Goh told me. I have requested her to liase with the security to make sure we can bring our own contractor into Oasis for viewing.

If the "appointed contractor" would like to charge a high price for nothing, one of my contractors recommendation is... gather 4 residents and file a police report to get rid of the "appointed contractor".

I will wait for Ms. Goh confirmation in Wed to decide what to do next.

I'm suprise that Nusmetro didn't settle the 'agreement' with the 'appointed contractor' before letting us collect the keys.

Anyway, I'll get the quotation from the 'appointed contractor' before assuming they are expensive for now. Hopefully it is reasonable...

I have revisited Ms. Goh again after her meeting with the "appointed contractor" and confirmed that they can't do anything but to suggest we consult the "appointed contractor" for renovation matter. Basically Nusmetro not going to do anything on behalf of us unless the situation really get worse.

I visited the "appointed contractor" show unit in block A. My personal thought is....
a) The price of the work generally reasonable and transparent. They have a price list to refer to for every item that you interested and it is same for everyone. There was a 5% discount for first 56 units that signed up. I only pay attention to a few items e.g. plaster ceiling, grill and etc. The plaster ceiling & grill price is same or even lower than my own contractor and the workmanship looks alright. Suprisingly, I have also paid some deposit for the plaster ceiling and grill already. :-p

b) If you have concern about anything, e.g. you have purchased any item prior, your family business is overlapping with their biz e.g. doing plaster ceiling, can always negotiate with their boss Mr. Faan. He is negotiable and approachable too. I don't feel bad dealing with them although I know I should have more choices. Not a bad experience so far... the quotation is even clearer & faster than my current contractor.

I visisted the contractor at block A, the price list very itemised, so I can pick the item that I wish and sum up the price. I not yet compare to outside contractor yet, is it almost same price?

My unit is type B where I found the master room having the two "pillar", one at left, one at right, in almost center of room where make the master room very hard to design. :(

The toilet bowl location are not as per design that we see in the layout plan (refer layout in this blog), the shower location too near with toilet bowl and it so narrow, it hard to take shower. I try relayout toilet bowl nearer to basin, make the shower area can be wider, anyway I don't sure is it the piping of toilet can be adjust or not, it seems a big change.

Living room, Dining room, medium and small room are spacious, nice lobby, swimming pool. Basically I like this condo just headache on how to layout my master room and toilet. :)

My unit is block C. Master bedroom is very small too but my problem is a beam and a pillar. :-( The beam make my ceiling very low after making plaster ceiling and the pillar takes up half a feet of the room size d. ai...

I didn't pay attention to toilet but overall looks alright for me. I'm fine with the entire unit except the size of the room. I re-measure the room and it is exactly same like layout plan but many ppls do feel that the show unit master bedroom is larger. Nusmetro has demolished the sales gallery so I can't go back to prove that...

I went over to the showroom in oasis. I felt that the price is way above the market.

I'm also dissapointed that there are so called " appointed" contractor that had been assigned to do the renovation works. It seems not right at all.

We, the owners have the rights to choose who we wanted to engage for the renovation jobs.

Has anyone approached nusmetro on this?

sigh, this teach me well to be more cautious on such projects, especially from nusmetro in the future.

I have relative that do grill and he told me that power coated grill for 2.4 m width door quoted for RM 1k is fair price. He might reduce a little bit for me but won't be too much as well.

Aircond piping price is way above market rate I agree so I negotiated with the boss if I do plaster ceiling and grill, I will get my relative handle the electrical works. They are fine with my suggestion as long as my electrician doesn't handle the wall hacking part. They will charge me for wall hacking separately but my electrician can do other installation that doesn't involve hacking like installing air cond, water heater and etc.

I suggest you talk to their boss because their workers can't be negotiated at all.

I suggest you talk to their boss Mr. Faan.

Most likely he is alright as long as you let them do something e.g. Grill or Plaster Ceiling.

In my case, he allows me to use my own electrician as long as we engage them for anything that needs to hack the wall. There will be charges for wall hacking for sure.

However, I might be considering letting them to handle the electrical works too because their price for electrical work is reasonable except for Aircond Piping.

I would buy my own bulb, fan, water heater and etc and let them do the installation.

If your own relative is doing electrical business, I think he would let your own electrician handle that as long as you let them do some business.

According to Ms. Goh, you better inform them before assuming they are ok to avoid any unexpected incident. :-p So... talk to them first la~

I had called ms Goh, said I only agreed to buy cement, sand and also the rubbish charges (with max rm 1k), deposit of rm 3000 (refundable) as per their early letter mention, coz I prefer to use my own contractor but still awaiting for her reply.

Ya, that's right. They just want to make sure they handle the wiring work and Air-cond piping is really expensive. SenQ air-cond piping for 10 ft inverter pipe is RM 260.

I would try to get my relative to do Air-Cond piping and letting them handle the rest since their price is reasonable and I'm not too worry about the quality of work for wiring stuff too.

I have submitted my 'renovation' proposal on Monday to Ms Goh and she said she would come back to me on the items that I can use my own contractor but until today no response. I have no choice but to let the 'appointed contractor' to do my grilles, plaster ceiling, floor skirting,but I bought my own lights, fans, w/heaters. However, I bought my aircons (Panasonic) fm them as I think the price is quite reasonable. I am in a hurry to move in too as I have been renting since I moved back fm KL.

Sue, are u getting yr own lights for the plaster ceilings; or did u check the costs - it's around 3K !

My unit is at Blk C facing the sea.

i just got my key today.

Ms Goh said we can use our appointed vendor and purchase our raw materials.

But we have to pay deposit to management for RM3,000. (estimated to be charged RM300-RM500 for rubbish collection $$ from the deposit). THen balance will be refunded after renovation complete.

Hi Alise,

I would be buying my own lights for my plaster ceiling.

If you are doing the L box plaster ceiling, I found 15 m LED light strip at about RM 360.

Downlight is about RM 18 each.

As for ceiling lamp, pendant lamp, try get it from IKEA, it is soooooo cheap. :-p

I think all my lights added up should be about less than 1k excluding installation fee.

My thought is letting them do some of the works then I can save the RM 300-RM 500 rubbish fee. Hopefully the quality of the appointed contractor is alright. Keeping my finger crossed!

10-04-2012 ~ Police have set up a task-force to zero-in on in-house contractors who are muscling for renovation jobs at newly completed apartments and condominiums using their links to triads in Penang.
An initial police probe found that many of them, who charged exorbitant prices for materials and workmanship, were protected by secret societies.
In the latest incident, police nabbed an “in-house” contractor, 34, after he had barred another contractor from starting renovation work at an apartment unit in Batu Lanchang here.
The suspect, said to have close links to the ‘08’ underworld gang, insisted that the house owner engaged him for the renovation or buy construction materials from him.
The victim, 59, lodged a police report on the matter.
George Town OCPD Asst Comm Gan Kong Meng said a suspect was picked up in Jelutong at 10am yesterday.
“He is now being investigated under Section 506 of the Penal Code for criminal intimidation.
“We have received four police reports of such similar cases at the same newly completed apartment block,” ACP Gan said.
“We will not tolerate this. House owners who are threatened by such contractors can come to us. House owners can engage any contractor they like,” he told a press conference at George Town police district headquarters.
He advised those who faced similar problems in Jelutong to contact ASP Azhar Abu Bakar at 012-9065999, Insp Megat Shafril Emran at 019-4100400 or lodge a police report at the nearest police station.
The in-house contractors who monopolise renovations at newly completed high-rise residential buildings are mostly linked to secret societies active in the district.
It is learnt that house owners who refuse to engage them would be posed with all sort of problems, ranging from stolen or broken window panes, or having their unit doors, or walls damaged.
House owners were also forced to pay exorbitant prices for a wheelbarrow of sand or a bag of cement.

I guess u must be working in KL or travelling there often. As for me I have fully moved back to Penang and do not go down there anymore unless when there is a change of tenant for my condo in Ampang. I got all my lights, fans fm a shop in Sunway Tunas which happen to supply the 'appointed contractor'.

Just wondering, how will you guys design/located the wet/dry area for both toilets?

The toilet bowls seem to be in the way and looks like we need to relocated the toilet bowl to make room for the shower area.

So u guys just gonna leave it as it is or you have some nice layout plans for it?

Flwg faults at my unit in Block C:

1. Water outlet and power point for washing machine are located at opposite direction ???

2. Aircon point at living area too narrow to install unit???

3. Why no sunshade as in Blks A & B

Pls comment if you have the same problems.

do any one know the air cond piping must at outside window of bedroom 3 or own balcony (if at balcony, will be very hot), if at bedroom 3, the piping construction is more than 10 meter.

Also, any one heard that the iron door grill must fixed immediate the main door, can't put after shoe rack.
