Yeah i asked Nusmetro abt this too, they inform me that 5% in including in our bank loan....and that was a cc copy for us, the letter addressed to our Panel Loan Bank .... btw the way confirmed the 878sq ft

Has anyone managed to get the corner unit sub-sale went thru completely ? As per SUK (Jabatan Perumahan), this is LMC and called the developer , they said the same.
But brokers told me no worry, no problem as corner unit are not subject to state/SUK approval.
If anyone have the detail, please share as I am interested to get one unit.

I am one of the unit owner would like to move in ASAP. However until now the TNB and PBA form still not yet ready. Yes it is not right because in the vacant posession letter they stated that electricity and water should be ready for connection and is usually the case with most property upon release of final stage payment.

ANy unit sold so far? Is there any evidence that the corner unit can be sold as promised by the developer? It seems that the land office does not differentiate the units and developer also cannot show evidence of which unit is LMC. Only logic is that those purchasing the corner unit need not fulfill the conditions of LMC. However if I recall correctly, my friend who bought intermediate was also earning higher than allowed for LMC. Any legal advice or experience on this?

Dear Owners,

I feel the auto-gate system installed in Pulse too narrow and everytime i need to open the car window and wave the access card. Feel a bit awkward.

Y cant it be a simple touch n go kinda system and the entrance wider and straight.

For those intended to purchase The Pulse intermediate units, please be alert that those intermediate units are LMC and the name cannot be transferred within 5 years, even though there are some owner claims that their unit are special and not LMC.

As I know from lawyer, not 100% transferable, all have to depend on state consent but the chances to be transferred is quite high. For your information, whole The Pulse building is under LMC. There is none of the unit is exceptional or special. Be aware on that and try to phone to the developer and lawyer to seek for more advice if u intended to purchase.

I think everybody know about inflation, but within 2-3 years, from 100k inflate to 300k, that are not inflation, this is hyper-inflation. Are we in that condition? no. Don`y be biased and don`t try to politicize the issue here. The situation is not just in Penang but also the same for the whole country where prices of houses are at its highest in KL and JB. Even Ah Cheap 1 Malaysia Prima houses now will cost from 220k - 400k with units now for sales at 300k. Do you call these cheap houses compared to the Penang govt LMC unit which cost 72k upgraded to 160k with facilities.

I am not talking politics. I am telling the facts. The fact is, Is the 1 Malaysia Prima house cheap when it cost up 200 to 400K or when a 100k units does not come with allotted car park and ungraded. Tell me how many units of 100k are to be built.

There are several projects of low cost & low medium cost scheme by the state govt from 42k in the mainland and 72k in the island. 42 & 72k units does not come with allotted car park (all free parking). Those from 95k - 120k come with a car park and upgraded. Yes some has been upgraded to 140k - 170k and that is still affordable as they come with car park and facilities.

The state govt is doing right as they want to provide cheap house with proper amenities and car park. Look at low cost flats such as Rifle Range, Kg Melayu, Farlim where it become a ghetto with car parked haphazardly. Car park by the private sector cost 24 - 30k. For 95k to 120k that come with car park upgraded with tiles it is still consider cheap under current circumstances. I would vouch for all low cost units to start from 72k to 120k. In Hong KOng application for low cost unit start from HK2 million (RM800k)

Next time check your facts right and don`t keeo using the 1 Malaysia tag to talk. That is politic.

Tokong State govt waived the above condition and collect RM120k for EACH LMC that developer are suppose to build, since 2008, u know how much State Govt has collect ??

Does Tokong State govt use these $$$ to build any LMC in Penang ???, if yes, name me the project & location please

To name a few, Pangsapuri Nipah at Tg Tokong, soon to be launched opposite Tesco Tg Tokong, The Pulse itself is a LMC.


Now i have name you a few LMCs around my area, what about the central park LMC at Batu Lanchang? So many more around Relau area.

When the owners bought the Pulse it was only going for RM120k.

I believe you can buy the pulse for RM300K. That is besides the point.

Whether the property appreciates or not depends on the demand for the property.

If the buyer deems that it is worth paying so much for a LMC, why are you blaming the state for a transaction that involves the buyer and the seller?

Please stop reading mainstream media such as Utusan and the Star and start using your brain, trust me, it helps to go a long way in life.

PDC nowaday only selling land and no more build LMC.

State Govt waived the 30% LC/LMC requirement and collect RM120K each for every unit of LC/LMC supposed to be built by developer, but never use these money to build LMC house in Penang.

State Government rulling on LMC always confusing people,

1) ceiling price RM75,000, nobody (developer) follow

2) sub-sale condition pun tak clear, a lot of people who already few properties also can buy LMC apartment thru sub-sale(i can name a lot of example)

3) Bumi reserve unit % (some 40%), i tot DAP do thing no based on colour skin anymore, why is DAP practicing racial system

4) PDC should stop selling land and built more LMC

You are right, this is LMC property. So can't transfer name within first 5 years. Until now, no one was successful done for the ownership transferation yet. The requirement of LMC buyer isn't only income should below RM3500 per month, and it is only apply to those is the 1st time property buyer. For further details, I think you need to check with "Perumahan" department.

Don't forget that who is the one to start the racial politic cause the 513. I knew you are trying to defame PK goverment, but the truth is the recent government is better than your BN government. Thank you for your information. I'm a first time buyer. But its getting confusing; i went there and spoken with one of the owner whom actually admitted as sub buyer. But again, i have checked with a few agents and they have mentioned it'll be difficult , apart from one agent who claimed they are used to this sort of transaction and confident to manage this transaction. I am getting confuse now... do know who to trust...
as for the Perumahan department website, there isn't any particular info related to this topic. But to me this is stupid, With now aday living standard, even just over 3500 are still consider low income if you have a family to take care and yet you are not eligible to buy this type of property.

May i ask how do you know so far none of them are sucessfully tranfer the name ?

The Pulse apartment can be transferred and you need not be a first time buyer. As a first time buyer, it should be even better.

The only thing is you need to apply for state consent. State consent means also getting the perumahaan consent. Most important you must sign the S & P before you can apply for state consent. Only a few lawyer can do it for you as many are ignorant of the procedures. The consent will take about 1 1/2 month. After consent is given you can proceed to pay the necessary fees and money. There after it will take about 3 months for the whole deal to complete as in any normal agreement. If consent is not obtained you will have to pay the lawyer a couple of hundred dollars for the services they have rendered.

I believed you have met one of my agent or me personally. Anyway some client will be paying the deposit to me soon. I only hope that his loan with the bank will be successful. Try contacting your agent again if you are interested.

it is not a secret that many ppl own more than one LMC. the ex-MCA state assembly man own 10 units that was published in the newspaper. why you guys argue for this topic. you guys think penang low medium cost is good? pls check with selangor LMC, they sell below 60K but with floor tiles for whole unir, and 5 ft height wall tiles at kitchen.

We faham because we know you want to create a political issue here.

For the past 40 years the state govt from Lim Chong Eu to Koh Tsu Koon and now LGE has not personally (meaning the govt itself) built any LMC or LC units anymore. Those built by the state govt are usually in the 60s or early 70s. All such units are being built by the developers as they must fulfill the quota of 30% LC and LMC for every house or condo built. In the time of LC Ew & KTK all LMC are
usually 500 - 600 sq ft. After 308, most units are 650 - 700 sq ft.

Yes recently the developer have created a loophole of not building an actual LMC that cost only 72K. They upgrade these LMC into Medium Cost of about 160k - 180k and the govt cannot do anything about it for the time being. The reasons is because the S & P state 72k while another supplementary agreement 70-100k are for the upgrading. As such no real LMC have been built. Yes this the govt must look into it very seriously.

Actually I'm 1 of the owners, may I know yours is corner or intermediate unit? What I knew from some of the housing agents & buyers, the corner unit is not consider is LMC property so can be transfer the ownership easily. But, for intermediate unit is not easy to get consent from "Perumahan", unless you have a strong reason to tell why you neccessary to sell it within 5 years.

I am one of the owner and I brought the intermediate unit SUB SALE last November approved and consent given.The transaction was done by my lawyer. It does matter whether intermediate or corner unit as all are consider LMC and need approval and consent.

I have written and met official from Perumahaan who have advise me to submit the appeal letter instead of going to the lawyer as it will be faster. I think it should not be much of a problem if you provide a good reason. The Exco will meet every month to review each cases not just the Pulse but all LC and LMC. Once they have given you that letter of approval, you just go to the lawyer and sign the S & P. No hassle at all.

Actually a lot of lawyer do not know about these procedures. They will just say cannot do lah. Even many in the Perumahaan and housing agents are confused because the developers did not follows the rules.

SLG, One more thing. If you go to the perumahaan or some lawyer, they will just tell you cannot sell lah. My lawyer will do it but he will charge 750 even if consent is not obtained. But there is always an easier way to do it. I will tell you how once I have completed my transaction if you want to sell. If consent not approved, you don`t waste any money.

The faster and best way is to submit the appeal letter to perumahaan of which you will have to fill in certain form. But before submission you must make sure that the buyer is really interested and that his loan is approved otherwise if approval is given and the buyer decided not to buy or his loan not approved then you will have to make another application. Once approved both parties can proceed to the lawyer and sign the S & P. The lawyer do not need to apply for perumahaan consent as you have already obtained one. This way it will be faster and you don`t have to waste lawyer money

I have just brought sub sale from from the first owner who purchase it from the developer. The S & P was signed with my lawyer who apply for the consent and it was approved within about one and a half month. It seem that many agents and lawyer who are not well verse made many negative remarks which are not correct.

Property prices in Malaysia will go up another 10% according to an article in the Guru. Some of latest launch such as in Jelutong Penang near the garden bus stop is for sale at 1400 sq ft @ over 900k and one in Perak Road junction from 1100 sq ft from 580K (only 1 or 2 units) onwards with the rest 650k above.. And the Perak Road junction units have been sold out according to the sales girl. Can you believe that !!! Wow how else can we wage earner afford to buy houses.

Currently land in Penang Island is from RM400 - RM500 sq ft in prime areas (higher in certain areas) with the exception of rural areas like Balik Pulau, Relau, Sg Ara. In fact land price of these areas are now rising at a VERY VERY rapid space. In no time land prices in Penang prime areas may even reach RM800 - RM1,000/= per sq ft. If that happen and couple with the rising price of raw materials, a 700 sq ft house may cost 600k - 700k. Currently no 700 sq ft unit are being built by the developers but they are building 1400 sq ft at RM900K over. That will be 450k for 700 sq ft. Now they are also building 400 sq ft 1 rm 1 hall starting 290k. That will be about 620k per sq ft. There is another one in Kelawai / Northam Road roundabout. Its fantastic for a 1 room suite unit at 500 sq ft from 700k onwards. That is well over RM1400 per sq ft.

Low cost unit in Hong Kong starts at HK 2 millions (RM800+) and thats for 500 - 600 sq ft. A 700 sq ft in HK start from HK5 - RM8 millions. Sonner or later LMC in Penang may start from 300k onwards. In fact it has already started, starting with the 1Malaysia affordable houses from 300k - 400k at a moratorium of 10 years

So those who think house price will go down, think twice ??? Sooner we Penangite may have to live in cages

On spot, You can still go to mainland in certain areas. Its still cheap but prime areas like BM, Raja Uda, Tambun, Juru, Bukit Tengah etc etc are rising fast with landed houses up to 500k and apartment from 200k.
