Mutiara Pica is freehold. comparing this and SP Setia Reflections, which one do u think better for investment? any other options besides this 2 project? I plan to buy estimated 200k-300k, preferably above 1000sf for investment. any project that anyone can suggest?

Wow!!! RM350k onwards for a 1000+ sqft condo at reclaimed land?! Penang Island property is really that HOT?! I feel Reflection is more worth if compare to this one if really RM350k onwards.
My personal opinion -- if want to just do head to head comparison, the highway there you can feel the road is so bumpy (reclaimed land) and Qbays is cracking (can see they repair it with paint, not sure is bcos of reclaimed land or...)... and sell for RM350k ONWARDS!!! Wow! Although Reflection location is not as good as Pica, but i would feel that Reflection is better... stand on a stable land and of course fresher air. :-)

KK88, Next to highway, one side face highway (West) one side face bridge (East). In front of it still got a plot of land for future developement. And i think the highest floor is about 16... maybe. So you judge yourself. What scenary you can have and RM350k is ONWARDS!!! Mean the smallest and lowest unit. I'm not sure the info we have is true...since they havent officially state the specs. The project can be consider nice if it comes with nice layout and reasonable price. Or maybe Penang property really worth that much...?

If Pica compare to Reflection, both of them are in same price range assuming the Pica unit size is about 1k sqf. Both freehold. The main different between them are location and developer. Of cause Pica location is better than Reflection but on reclaim land. So which project is better!!!???

Hi all. Yup, looks like Penang's properties are getting beyond the budget of the middle class. Pica has a nice and convenient location but the price is high, especially for a 1-car park. Units facing the highway are not desirable, while those facing the sea will be more expensive as higher floors are needed. Not sure how much to pay per floor. Also, PDC is indeed well known for delays. Look at Ixora, I nearly bought a unit, but decided not too as most of the good ones were sold. Pity those early buyers. Relections is also expensive, no view as well, most probably seeing the kampung and some may even see the graveyard. 1-World seems cheaper, nice location, but on commercial title, meaning all utilities bills are more expensive, as well as quit rent and annual assessments. But, the recession is actually good for buying properties. Enquired about Summer Place 6 mths ago and it was RM300/sq ft. Heard that it was sold starting from RM273/sg feet, so more than RM20K in savings. Unfortunately, most of the good units are gone during the recent launch. Sigh...how to choose???

this is the info given last year, seem PDC increase the price a lot for this project, from 260k to 350k, probably due to freehold status.


“The first condo project at Parcel 1 is called ‘Mutiara Pica’ and is set for launch in October,” PDCP chief executive officer Osman Kallahan told Business Times.

Osman: Mutiara Pica will comprise of 432 mid-range condominiums
Construction of the first phase is expected to commence in January 2009 and completed in July 2011.

the location and facilities provided are quite good. however, PDC property construction is pretty slow, buyer may need to wait very long for the property to be completed. 370k+20k(extra carpark)+ 10k(higher floor) = 400k, not sure it is a good buy or not, but the location is good.

The location is not bad, but it is not worth for selling 370k+ 20K(extra car park), really too expensive. Remember it is reclaim land..Think twice.

In term of $$ per sqf, Pica is around $275. That is almost the same price to Summer Place and The Spring.

Ppl are wiling to buy near dump side and not freehold project. I guess this project is better choice Ofcause the selling price is high, but what you get is bigger Condo.

Only -neg point is, PDC is famous on slow construction!!!! I don't know this until I read from this blog. One example is Ixora project. Any other more PDC project was took many years to complete???

Hey Guy, just to share my opinion.. u all might want to re-think again of BLVD project.. good structure, somemore still sold with SOFT-KILLING price.. Do you all know tht along the road there will be BELLVIEW condo coming soon.. so i personally believe tht the area will be very CLASS soon..
Every place in Penang was JAM.. pls take note..

Penang sure jam... no matter where you live. If you want ALL-IN-ONE like food, school, hospital, center of the town..etc you will face JAM problem. But another cons to consider for there is the graveyard from right/left/front. Now is 'qing ming' month, you can observe whether the smoke burning from the graveyard can fly to your condo or not!? Somemore there has an indian cemetorial about 600m from the project. But no doubt, the layout and building structure are very attractive. The pricing also so so... not very cheap. Palm Palladium currently also about that price if calculate per sq ft. The maintainance RM0.20 per sq ft which too high at time being. Don't know, just an opinion to share...

BLVD located in a very stategy area.. tht area was not at Air Itam.. I means strategy in term of easy to access to every main road n cities..
The problem was just a 500m batu lancang road.. because there has 3 school along the road..
The JAM occur just at the earlier morning time..
Every main road in Penang also JAM.. isn't it..?
Frankly speaking, no other project layout n structure so far can overcome BLVD..
Regarding the maintanence fees RM0.20.. i agree it was a bit expensive..
HUh, there has no perfect location, pricing, layout of condo in Penang..

Belleview is going to lauch a mix development plan there which including four season park (comercial) ,four season place (medium high cost) and melody home (medium cost),the design film is Architects 61 from Singapore , u may go to this architects website to check their track record ,No way Belleview hire this Architects 61 to design low cost project ...For sure it will "dress up" the whole area after project completion ...

Wow today's 'guang ming' newspaper got mention about Bayan Mutiara future developement. PKR goverment would like to develope Bayan Mutiara to become an International Medical Hub! Previously the plan was to develope a 'Putrajaya' goverment hub by BN gov. Anyone know exactly where is the location for PICA and this medical hub (ex-Putrajaya) plot of land? If a big hospitalsss too near to Pica, is that a good choice for Pica?!

This is a worth consider property to invest and stay in. The size and price is right and location is also very good. At least better than Gold Coast, Putra Place, and Marine Tower.

The maintainance and quality in PDC is better then Gold Coast.

I like the location very much, no need to pass the entrance to the bridge. Anyway, when third lane opened, shouldn't be any problem by then.

If the price is lower to RM300psf, I will definitely consider buying a sea facing unit for stay.

Yup...it will block PICA seaview from future project...i feel that Mutiara Pica is not worth to buy for investment or own stay as it is reclaimed land and also PDC is famous of delaying OC and design is very typical style...look like a low cost design...
I still prefer Reflection than Mutiara Pica and SP Setia is one of the well known developer in Malaysia which can give 18-24 month for defect period.

Althought i did not buy or own any property with SP Setia but visit a few times in their show units.Just my 2 cents thought....

penang, when u buy property, you always look at location. Who want to buy in Sungai Ara if got choice at Mutiara Pica?

But everyone dream location is different. Some people like to stay far far inside coz its more quiet like Sg Ara. Maybe you can target those people for investment.

For me, hot place like Mutiara Pica is better for investment. At least I can rent out easier. But seriously, Penang apartment is overprice :P

The internal layout also make a big different! So far we don't know how the layout look like... so can't comment whether worth to buy or not too. If "penang" is true, Pica is build on that piece of land that will be block by future project... I don't think it worth to buy. You face East--> block by future project. You face West--> only view highway everyday! Several projects are launching this quater, if Pica keep on delay (since 2007 4th quater), I think it will be an negative impact to Pica.

I dont think putra place is good as many bangladesh workers stay at there. Besides that the 2 car park is front and back. Somemore all the faility need to be paid although resident already pay maintenance. This is bad.
I had confirm with developer Pica view will not be block as it is beside D'residence bungalow.

My friend mentioned that Putra Place is swamped by foreigers. To be specific, Bangladeshi, Indonesian... For Mutiara Pica, IF it will be blocked by any future project, definitely not going to get my support. And no way Reflection should be compared with Mutiara Pica. Btw, the road to Sg Ara is very congested now, it will be worse when Setia Pearl Island folks moved in.

Pica is not worth to buy cause ;

1. Price is expensive (RM350/sqft) with 1 cp

2. Facing to highway will be very noise & dusty

3. Developer is not famous and alway delay the S&P for sign (recent case at Bayan Mutiara)My fren paid booking for link hse and after 10mth just call him for sign S&P.

4. Developer will not offer a great package like SP Setia and IJM (free legal fee, free stamp duty, free interest until OC)

Just my 2 cents thought....

I agree with you P. Recent update from the sales person, the tentative price is RM370k - RM400k onwards and will launch in Q4 '09. I wonder how hot will the project be since the selling point for me is just about the location. Thats all! The other...? Reclaimed land, project keep on delay (since Q4 '07 talk about launching till now), 1 car park, layout? (can see the previous project as references, such as Ixora)...etc. Hmmm....

It's sad to see that PDC becomes POTENTIAL DELAY CONSTRUCTION.

I understand D'Res was delayed in signing SPA b'cos waiting for freehold status, but this shouldn't be the case for Pica since it (seems) already have freehold status.

PDC seems to have put lots of focus on D'Res to re-build the image (from the BN Government), but Pica launching delay is not helping PDC in anyway.

The DAP State Government should look into this, and potentially revamping the PDC organisation otherwise it gives us some feeling of sabo !!

It is not easy to get an apartment/condominium with good price, location, facility etc, especially in Penang. Seems like most of the current and future projects are targeted towards the upper of the middle class community. A 1000+ sqft unit costing RM300K? No doubt the projects look very attractive, promising resort-style or high-end kind of lifestyle but that comes with the price. Really difficult to choose as most projects have their plus and minus and the price are almost the same, that is too expensive as far as the built-in of the unit is concerned

Paul, let's be fair to PDC, delay by PDC so far may not cause any interest to purchaser as the delay is on the launching, not after the SPA is signed. In fact, I understand that the bungalows are well ahead of schedule.

Having said that, PDC should not have take it for granted to delay the launching like nobody's business.

I think we can forget about PDC Pica now. I heard that the project has been scrapped as the CM is not approving it.

I really don't see what the CAT government is doing after 16 months in the office, except for the continuous blaming to the previous government.

1) Leasehold to Freehold conversion was announced more than a year ago, and now...

2) Promises to Kampung Buah Pala was done without backgroud...

PR government failed to realize until now that their duty is TO DELIVER AND NOT TO BLAME.

This is a total DISAPPOINTMENT, and our YAB TUAN LIM GUAN ENG has to wake up.

I think the new Penang state government is more thoughtful than the previous one. The previous one only know how to cut ribbon but nothing else. Anyway, if Mutiara Pica is really get launched, I think most people could not afford it because of its top notch location. I would recommend we call PDC to comfirm the launch status and estimated price.

Penang State government needs money, and it will be more profitable to "sell" the development to other private developers.

If priviate developer is selling high price, nobody can do anything. But if PDC (State Gov) sell as per market price, people will complain that State Gov is suppose to do social responsibility.

If you scroll up this blog, you'll see lots of comments about the indicative price just about a year ago.

Aiya... we're all human being. We want the best, biggest, and cheapest. We always see ourselves as the smartest, and assume the rest are "stupid" :(

Voice, lots of different story I heard. Seems that there's water seepage, hence the project need to be killed. Not sure how true. But you have a point as well.

maybe the land has not fully settled yet? since it is a reclaimed land?

like putra placee...so much of crack accuring on the building....even land sinking as u can see the road going down... can notice a lot after rain....many ppl whom know the problem selling of fast fast.......sicne the price no is high

later price drop...haha

What you said may be true, but if that's the case, those queuing up at IJM for the Light must be damm stupid. The reclamation for The Light is only around 2 years.

The next one is the E&O project in Sri Tanjung Pinang.

Are you implying tat the rich ones have lesser brain cell ???

I called PDC early this year to enquire.....they say it's temporary on hold. Not sure what is the status of this project now...

Mutiara Pica is actually sited at one of the best location on Penang island, pity if this development is on-hold.

In fact, I do see it has better accessibility than The Light, at least at this moment.

John, I do agree with you on the accessibility for Mutiara Pica, BUT this project is gone, and don't waste your time & effort waiting for it.

When PDC gave an indicative of 300/sqft for Pica, lots of people complaining that PDC should be building affordable home, and PDC had to pull its brake. Now, IJM is selling almost double, so PDC has to invite "commercial developers" to develop that piece of prime land there... so call "Crown Jewel for Penang" (Check The Star).
